The United Nations designated 1987 as the International Year of Shelter for the Homeless in an attempt to secure the commitment of all nations to help the world's poor to build or improve their shelter and to integrate them into the economic mainstream. The Homeless in Contemporary Society addresses the problems of homelessness in two parts. Part One, Understanding Homelessness, outlines the historical context of the `new' homeless. Part Two, Program and Policy Options, discusses the role of government and other institutions in alleviating homelessness
